Rancho Santa Margarita May Be First In State to Outlaw Bullying

The ordinance includes imposing a fine on parents or guardians whose children bully other minors. This includes cyber bullying too. These actions were inspired by personal experiences and the YouTube video Amanda Todd made. Todd committed suicide after being relentlessly bullied.
